✅ 1. Redlining
Definition
Redlining occurs when a lender, insurer, appraiser, or financial institution denies loans, provides worse terms, or avoids investing in certain neighborhoods solely because of the race, color, national origin, or demographics of the residents — not because of actual financial risk.
How It Works
Refusing to lend in minority neighborhoods
Charging higher interest rates in certain ZIP codes
Lower appraisals based on area demographics
Who Typically Commits It
Banks, mortgage lenders, appraisers, insurance companies.
✅ 2. Steering
Definition
Steering happens when a real estate agent guides buyers or renters toward or away from certain neighborhoods based on a protected class such as race, religion, family status, disability, etc.
Examples
Showing families “only the family neighborhoods”
Telling a buyer, “You’d probably feel more comfortable over here.”
Not showing homes in certain areas because of the buyer’s race or origin

Real estate agents, brokers, leasing agents, property managers.
✅ 3. Blockbusting
Definition
Blockbusting is when an agent or investor tries to persuade homeowners to sell quickly and cheaply by creating fear that protected-class groups are moving into the area and property values will fall.
Examples
“You should sell now — a certain group is moving in and prices will drop.”
Passing out flyers warning of changing neighborhood demographics
Pressuring owners to panic-sell
Who Commits It
Agents, investors, speculators.

All three:
Violate the Federal Fair Housing Act (1968)
Involve discrimination based on protected classes
Manipulate housing access, pricing, lending, or neighborhood demographics
